What are the differences between Hoover and Roosevelt?

Hoover was incapable of stopping the mive number of commercial and farm failures. Unemployment was 12,000,000 with no end in sight. Roosevelt elected in 1932 had in his inaugural address a New Deal designed to bring the nation back from Depression. He declared a bank holiday to stop runs on the banks. People lost their life savings. Food lines were getting larger. For the first time in American history the federal government took over the businesses and agriculture to bring some stop to its gigantic declines in production. He developed federal programs to put people back to work.
